In order to be allowed to enter the country, every live animal or plant and product or sub-product of animal or plant origin must be accompanied by its respective sanitary or phytosanitary certificate issued by the health authorities or agriculture ministry in the country of origin. Prohibition: Panamanian law prohibits the introduction of products and by-products of cleft-hoof animals coming from countries affected by hoof and mouth disease. Here is the list of products that have been banned due to this disease: Refrigerated or frozen meat from ruminants, refrigerated or frozen pork meat, semen from ruminants and pigs, fresh, green, or salted hides, internal organs for human consumption, internal organs for industrial use, tendons, collagenous material, bones, untreated horns and hooves, blood flour, blood albumin, intestines, organs of susceptible animals, glands, bile (liquid or dried), the embryo of ruminants and pigs, biological products that use means from susceptible animals, extracts and secretions from ruminants and pigs, raw wool, fur and bristle, fresh milk (fluid), fresh cheese, beef and bone flour, pasteurized milk, industrial grease from ruminants and pigs, cured or cooked meats, powdered milk, butter, butiric grease, casein and casseinates, lactose, yogurt, and ice cream.

The Health Ministry conducts inspection from 9:30 a.m. to 3:00 p.m. Mondays through Fridays, so it is best for the pets to arrive in the country within these times so that they can be turned over to their owners the same day. Otherwise they will have to wait for the next working day.
